THREE MILE ISLAND UNIT NO. 2 STIER REPORT /TMI-2 LEAK RATE TESTING DOCKET NO. 50-320 My letter dated September 5, 1985 advised that Mr. Stier had completed his investigation of TMI-2 leak rate testing conducted in 1978 and 1979 and that his report would be provided to you and others promptly af ter receipt.

Copies of the basic report and most of the backup material have been received. Mr. Stier indicates that the remainder of the report is in reproduction and will be available in a few days.

Enclosed are copies of the basic report which provides background, overview, findings, and conclusions.

Each copy of the backup material is about five feet thick, Copies of this material are being trucked to NRC's offices today.

The remaining section of the report will be provided promptly after receipt.

GPU Nuclear's purpose in commissioning Mr. Stier's investigation vas stated in my letter to him dated February 1,1984:

Complete its understanding of what was being done relating to conduct of reactor coolant inventory balance tests and the reasons for those actions so it can assure that corrective action taken to date to preclude inadequate testing is sufficient, and h

Fully understand the cause of any deficiencies in such activities including specifically whether they were the result of improper attitudes or inadequate performance by any of the staff.

The purpose of your investigation is to develop the fact basis to pennit GPU Nuclear management to assess these two issues.

The following action is being taken in light of Mr. Stier's report:

An. assessment panel consisting of me, as chairman; Mr. William A.

Verrochi, president, Jersey Central Power & Light Company; Mr. Floyd J.

Smith, president, Metropolitan Edison Company; and Mr. James R.

Leva, president, Pennsylvania Electric Company has been established to assess the behavior and performance of individuals now employed by the GPU System and to detennine any appropriate additional action.
