August 27, 1985, requesting an amendment to export license XSNM02161 as follows:

1) To increase the quantity of material authorized l

for export to the Biblis B Nuclear Power Reactor in West Gennany and the Blayais 1, 2, and 3 Nuclear Power Reactors in France;

2) To add the G. K. Neckar Reactor in West Germany as an additional ultimate consignee; and

3) To authorize the export of 90.0 kilograms of U-235 contained in 2,500 kilograms of uranium to the G. K. Neckar Reactor.

Before we can act on this request, a letter of assurance is required that the material will be subject to all of the tenns and conditions of an agreement for cooperation. Your assistance in obtaining the necessary assurance letter will be appreciated.
