Enclosed is an application for an export license (XSNM03078), recently received by the Nuclear Regulatory Commission, for the export of low-enriched uranium, in the form of uranium dioxide (UO ), to Japan for use as reload fuel in Oh! Units 1 and 3. Assurances from Japan are 2
required that the material will be subject to all of the terms and conditions of an agreement for cooperation. Your assistance in obtaining the necessary assurances will be appreciated.
