PILGRIM STATUS REPORT FOR THE PERIOD JULY 23 - JULY 30,1986 Enclosed is the Pilgrim weekly status report from the NRC Resident Office at Pilgrim. Three NRC Resident Inspectors and one region based inspector moni-tored routine activities at the plant during the report period. The reactor remained in cold shutdown throughout the period for maintenance.

These status reports are intended to provide NRC management and the puolic with an overview of plant activities and NRC inspection activities. Subsequent in-spection reports will address many of these topics in more detail.

Due to the extension by Boston Edison Company of the current Pilgrim outage, these reports will now be issued or, a bi weekly basis. The report frequency will return to weekly when the outage nears completion.

ENCLOSURE PILGRIM STATUS REPORT FOR THE PERIOD JULY 23 - JULY 30, 1986 1.0 Plant Status As of 8:00 a.m. on July 30, 1986, the reactor was in cold shutdown with the reactor coolant temperature at about 110 degrees Fahrenheit.

2.0 Facility Operations Summary The plant has been shut down for maintenance and to make program improve-ments since April 12, 1986. An announcement made by Boston Edison during this report period indicates that the present outage will continue until early 1987.

3.0 Items of Special Interest Extension of the Current Outage Boston Edison announced that three major tasks will be added to the current outage which will extend the projected startup date from September 1986 until early 1987. The tasks are (1) the completion of fire protection modifications at the station (2) the installation of certain enhancements to the Pilgrim Mark I primary ccitainment structure, and (3) refueling the reactor.

The plant has been shutdown for maintenance and to make program improve-ments since April 12, 1986. Boston Edison had previously planned to run the reactor for four months prior to the start of the next refueling out-age in January 1987. Revised plans are to complete the fire protection modifications required by 10 CFR 50 Appendix R, and certain containment modifications, followed by reactor refueling. Possible enhancements to BWR Mark I containment structures is an issue currently under review by the NRC. However, the NRC has not formally recommended upgrades for the Mark I containment.

Local Leak Rate Testing The local leak rate test program started on April 12, 1986, continues.

Tests completed through July 29, 1986 include 81 containment penetrations with 2 failures. The first failure identified was the inner hatch of the drywell access penetration, rather than the outside hatch as reported in l previous weekly status reports. The redundant outside hatch passed the leak rate test. The second type B failure involved one of three separate flange seals in a nitrogen purge line. The three seals are located in different areas of the purge line and are not redundant as previously indicated.

2 In addition, 121 containment isolation valves have been tested with 15 failures. During the past week the inboard drywell equipment drain sump isolation valve was found with leakage of 20.3 sim. This exceeds the test acceptance criterion of 7.89 sim. The redundant outboard isolation valve leakage was measured and found to be acceptable.

Emergency Notification System Calls Emergency notification system (ENS) calls were made on July 26 and 27, 1986, when power was lost to the "A" side of the reactor protection system (RPS). The function of the reactor protection system is to deenergize if offnormal conditions are sensed, causing the reactor to shut down (See weekly status report for the period July 10 - July 16). When the power supply to the "A" RPS was lost, it functioned as designed and generated a partial shutdown signal. The loss of power was due to the power supply breaker tripping open. The licensee is currently monitoring the perfor-mance of this breaker to determine the cause of the trip. The reactor has been shutdown since April 12, 1986.

Plymouth Chamber of Commerce The Pilgrim senior resident inspector addressed a special meeting of the Plymouth Area Chamber of Commerce on July 23, 1986. The meeting was held at the request of the Board of Directors of the Chamber of Commerce to discuss recent activities at Pilgrim. Representatives from Boston Edison ano a local public interest group, Plymouth County Nuclear Information Committee, also participated in the meeting. The meeting was held in Memorial Hall in Plymouth.

4.0 NRC Staff Status during the Period Three NRC Resident Inspectors monitored plant activities between July 17 and July 23, 1986. Currently, the resident inspector staff at Pilgrim consists of the following:
