Gentlemen:

On September 28, 1988, Georgia Power Company (GPC) received your September 23, 1988 letter regarding the recently completed investigation of two security-related events at Plant Yogtle which occurred on January 26, 1987 f

l and April 1, 1987.

Based upon the findings of that investigation, GPC was l

requested to attend an Enforcement Conference at a mutually agreeable date which was to be determined.

In related telephone conversations between the I

NRC and GPC staffs, the NRC proposed a meeting date of either October 7,1988 or October 14, 1988.

On October 3,1988, GPC informed the NRC Region !! staff l

l that such a schedule would not allow sufficient time for review of the i

extensive records of the investigation, nor time for development of an I

appropriate response to the allegations.

During a

conversation, GPC was requested by the NRC staff to document our request for a delay in scheduling the subject enforcement conference.

GPC dMs so hereby request a delay and proposes that an alternative meeting date be agreed upon after our review of the information requested below.

In order to understand the basis for the allegations made in the synopses attached to your September 23, 1988 letter, we further request that you provide a copy of the complete report compiled by the NRC Office of Investigations in the course of its review of the subject events.

We also request that any other documentation germane to the issues which form the basis for the enforcement conference be provided.

GPC expects to be ready to meet with you within twenty days of the completion of our review of the subject report (s).

Georgia Power Company regards the allegations contained in that synopses to be extremely serious, and intends to fully review any additional 7

infonnation provided.
