ENCLOSURE 1 NOTICE OF VIOLATION Georgia Power Company Docket No. 50-424

,Vogtle Construction Permit No. CPPR-108 During the Nuclear Regulatory Commission (NRC) inspection conducted on June 16-20, 1986, a violation of NRC requirements was identified. The violation involved failure to verify that purchased materials conform to procurement documents. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the violation is listed below:

10 CFR 50, Appendix B, Criterion VII, and the accepted quality assurance program (FSAR 17.1.7) collectively require that materials conform to the procurement document.

Contrary to the above, review of five purchase order files identified two i

cases where welding . filler materials had been accepted and issued for use which were in violation of purchase order requirements, specifically:

1. Purchase Order No. PAV 2852 (Heat #659H075, Lot #03-2-E901L): The purchase order required results of x-rays of weld metal deposit be provided on the vendors certified material test report (CMTR). This information was not documented on the CMTR.
2. Purchase Order No. PAV 10521 (Heat #421W4481, Lot # 121W704): The purchase order required results of drop weight tests be provided on the vendors certified material test report (CMTR). This information was not documented on the CMTR.

.This is a Severity Level IV Violation (Supplement II).

, Pursuant to the provisions of 10 CFR 2.201, Georgia Power Company is hereby required to submit to this Office within 30 days of the date of the letter

transmitting this Notice a written statement or explanation in reply including

(1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
