seu LMION ELECTRIC COMPANY 1901 Grotiot Street St Louis i Donald F. Schnell Vice President April 15, 1985 Mr. Harold R. Denton, Director ULNRC-1081 Office of Nuclear Reactor Regulation U.S. Nuclear Regulatory Commission Washington, DC 20555

Dear Mr. Denton:

DOCKET NUMBER 50-483 CALLAWAY PLANT, UNIT 1 OPERATING STAFF EXPERIENCE REQUIREMENTS LICENSE CONDITION 2.C. (6) (a)

References:

1) ULNRC-532 dated December 15, 1981
2) ULNRC-536 dated January 6, 1982 Callaway Plant Operating License NFP-30, Condition 2.C. (6) (a) and Attachment 2 concern experience qualifications of shift operators.

The license condition requires that.

qualified advisors be assigned to shifts which do not have a licensed senior operator who has had at least six months of hot operating experience, including six weeks at power levels greater than 20 percent, and who has had startup and shutdown experience.

Callaway Plant attained initial criticality on October 2, 1984.

On December 19, 1984, all power ascension and warranty tests were complete and the plant was declared fully operational.

Licensed personnel have now accumulated sufficient hot experience te alleviate the need for shift advisors.

Our response to the Advisory Committee on Reactor Safeguards Report on Callaway (References 1 and 2) included a related commitment to have shift advisors for approximately one year.

This year was to begin about one month prior to fuel load and-to include operation from initial criticality until the attainment of nominal full power.

Callaway shift advisors were assigned to shift on April 22, 1984 and this commitment will be met on April 22, 1985.
