REPORT ON ULSERVATIONS AT DEPARTMENT OF ENERGY (DOE)
MEETING Oh MONITORED RETRIEVABLE STORAGE (PASADENA)
On December 13 and 14,1984 I visited the offices of the Ralph M. Parsons Cog any in Pasadena, California. Tho purpose of the visit was to attend a DOE meeting with the Parsons Cog any as an observer and to consult with DOE and its centractors on technical matters related to future licensing of a monitored retrievable storage (MRS) facility. A list of meeting attendees is attached. The Nuclear Waste Policy Act of 1982 (NWPA) requires that the NRC consult with the DOE and comment on the DOE's proposal for monitored retrievable storage (MRS), such proposal to be' submitted to the Congress by June 1,1985.
The meeting also provided an opportunity for NRC to become more familiar with technical approaches being considered by DOE for the design of the MRS. The emphasis will be on dry concepts, both in receipt and handling and in storage. One of the key aspects of handling operations being considered is that of consolidation of spent fuel into cog act canisters.
The principal there of the discussions was the development of information to be used in support of an application ' pursuant to 10 CFR Part 72. Of particular interest were the design criteria set forth in Subpart F of Part 72. These criteria establish the design, fabrication, construction, testing, and performance requirerents for structures, systems, and components important to safety.
