TMI-1 LONG-TERM INSPECTION PLANNING The TMI-I Cycle 6 refueling is scheduled to start November 1, 1986.
The Cycle 6 startup could occur in the spring of 1987 (scheduled April 1, 1987). We as a f
Region must be prepared to certify the completion of numerous licensee actions required to be completed either by the Commission's orders, licensee conditions, or commitments related to TMI task action plan items or other regulatory issues.
We cannot wait until just before the Cycle 6 startup in order to reasonably certify licensee readiness for that startup.
Attached is a "dBase III" printout of necessary programmatic inspections or individual items that must be reviewed by Region I.
In addition to a short description of the Item, I provided the type of inspection (specialist disci-pline) needed to do a proper review of the item. Where "generalist" is indi-cated the resident staff can perform that review. The programmatic inspections were included to identify those inspections needed to support the Commission-directed PAT /SALP reviews for the remainder of this year. The necessary t
inspections are being requested via "wish list"; the infonnation herein amplifies the wish list information.
My estimate of staff hours are also provided and, of course, they are subject to change pending management review and their specific direction and staff as-signments for the particular item.
Schedule information is also provided (by calendar quarter or plant milestone) in order to spread out those inspect *..as to lessen the major impact on NRC and licensee staff at any one time. The Region is encouraged to complete as many items as they can before the refueling outage. Many areas are accessible due to the licensee positive housekeeping /
radiological controls practices.
In addition to the programmatic inspection for SALPs this year, a major effort is the review of Appendix R modification and upgrade of the EFW system to safety grade.
I encourage another detailed inspection in the design area for the Cycle 6 EFW design because the current design appraised by PAT is substan-tially different from the projected Cycle 6 design.
NRC efforts should be in-tegrated with current NRR re-review of the system.
I will be glad to discuss this matter with you and the support section chiefs in the regional office.

the interim, starting with the second calendar quarter 1986 "wish list," I have been requesting these inspections as indicated on the attachment. Accordingly, TMI-I must remain a high priori +y on the regional "wish list" system. By copy of this memorandum, the support section chiefs will be informed of this. Also NRR will be informed to assure appropriate Safety Evaluation Reports (SERs) are issued in a timely manner to support this inspection.
