D. J. Kubicki Review Status: Complete In Supplevnent No. 5 to the SER, we described certain modifications that the licensee comitted to irplement by 51 power. These modifications related tc, the licensee's efforts to conforin with the guidelines of various NFPA Codes.
By letter dated January 21, 1985, the licensee notified us that the current schedule for one of these modifications, i.e., the installation of continuous thermistors in the Auxiliary Building ventilation system charcoal filter plenums, does not satisfy the condition of the Operating License NFP-23. The licensee requested approval for delaying installation of the thermistors until ANSI N510 testing of the charcoal filters is completed (July 1, 1985).
Attached is our evaluation.
Based on our evaluation, we conclude that the licensee's proposal is an acceptable deviation from Section C.1.e of BTP CMEB 9.5-1.
Also attached is an additional license condition relating to the installation of the thermistors. Our SALP input is also attached.

This represents a deviation from NFPA Standard No. 15.
During the course of q
such testing it may be necessary to adjust or remove and replace tne charcoal i
cells. That activity may cause damage to the new temperature sensors which I
1 are to be installed along the filter frame proximate to the charcoal cells.
L If these sensors were installed before completion of the filter
- testing, i
any damage to these sensors would delay both the filter testing and the

operation of the temperature detection instrumentation.

l We were concerned that pending installation of the thermistors a fire could I
develop undetected. However, other high temperature detectors will be functional within the ventilation system.
In addition, area-wide fire detection is provided in those locations of the Auxiliary Building where the charcoal filters are positioned.
These detectors annunciate in the l
control room.
In the January 21, 1985 letter, the licensee also comitted j
to implement an hourly fire watch patrol in accordance with the plant Techn$1 Specifications. We, therefore, have reasonable assurance that a f
potential fire will be detected early and suppressed by the plant fire brtpade j
using portable fire fighting equipment or the manually actuated deluge system i
in the ft),ter plenum. We, therefore, conclude that the requirements of GDC-3 i

l The justification provided in support of the applicant's fire protection program was based on sound fire protection engineering l
j principles. With the exception of the documentation of deviations l
from Section !!1.G of Appendix R and NFPA Standards and the design f
of the RCP oil collection system, where additional analyses was necessary, all outstanding issues were resolved in a timely manner.
