SUlu: REQUEST FOR TEMPORARY EXTENSION OF CERTIFICATES OF COMPLIANCE 9159 AND 9176 As a result of the regulatory changes becoming effective April 1,1999, the subject certificates will ex-pire. In behalf of our cask customers, Chem-Nuclear Systems respectfully requests that the (

grant a temporary eight-month extension to the expiration date for the subject Type A package Certifi-cates of Compliance (cask models NUPAC 14-19011 and CNS 14-21511 respectively). This extension is requested so that these two package models can be used to transport previously filled liners that are cur-rently in temporary storage at several facilities and which exceed the 1 Rem /hr @ 3 meters criterion for DOT-regulated shipments. Because of the limited number of the subject cask models available and the short time remaining, all of these liners cannot be transported before the April 1st deadline. Without this temporary extension, owners of these liners will have to transfer the contents of these larger volume lin-i ers to smaller liners sized for licensed Type B packagings. This transfer process will result in additional personnel exposure to radiation.
Chem-Nuclear has reminded our customers of the April ist rule change and to plan accordingly when processing new liners. Ilowever, as noted above, we have been advised by some of our cask users that there are still a few previously processed liners remaining at their facilities which exceed the 1 Rem /hr @
3 meters criterion and which fit into only the two cask models for which we are requesting the extension.
We have surveyed our cask users and determined that there are approximately 25-30 liners in this cate-gry. We are requesting a temporary extension of the expiration of the Certificate of Compliance for the two casks until December 31,1999, so that they can be used after April ist for shipping these remaining liners. When used for NRC-regulated shipments under the Certificate of Compliance during the eight-month temporary extension period, the casks will only be used to transport liners that have been previ-ously filled with resin and could not otherwise be shipped under DOT regulations.
