August 4, 1986 EN 86-60 0FFICE OF INSPECTION AND ENFORCEMENT NOTIFICATION OF SIGNIFICANT ENFORCEMENT ACTION Licensee: James River Corporation, Parchment, Michigan General License (10 CFR 31.5)

PROPOSED IMPOSITION OF CIVIL PENALTY - $500 This is to inform the Commission that a Notice of Violation and Proposed Impositica of Civil Penalty in the amount of ($500) will be issued on or about August 7, 1986 to James River Corporation. This action is based on a violation involving the failure to ensure that an AccuRay Model U2 gauge containing a nominal 250 millicurie krypton-85 source was properly controlled.
As a result the gauge was apparently disposed of in violation of NRC require-ments by being transferred to persons who did not hold a specific license pursuant to 10 CFR Parts 30 and 32 or from an Agreement State.
It should be noted that the licensee has not been specifically informed of the enforcement action. The Regional Administrator has been authorized by the Director, Office of Inspection and Enforcement, to sign this action. The schedule of issuance and notification is:
Mailing of Notice August 7, 1986 Telephone Notification of Licensee August 7, 1986 A news release has been prepared and will be issued after the licensee receives the Notice. The State of Minnesota will be notified.
The licensee has thirty days from the date of the Notice in which to respond.
Following NRC evaluation of the response, the civil penalty may be remitted, mitigated, or imposed by Order.
