August 4, 1986 EN 86-62 0FFICE OF INSPECTION AND ENFORCEMENT NOTIFICATION OF SIGNIFICANT ENFORCEMENT ACTION Licensee: Gulf States Utilities River Bend Docket No. 50-458

Subject:

PROPOSED IMPOSITION OF CIVIL PENALTIES - $65,000 This is to inform the Commission that a Notice of Violation and Proposed Imposition of Civil Penalties in the amount of Sixty-five Thousand Dollars

($65,000) will be issued on or about August 7,1986 to Gulf States Utilities for their River Bend facility. This action is based on six violations. Four were categorized in the aggregate as a Severity Level II problem, and they involved examples of failure to control access to vital areas. The other two violations were categori m d in the aggregate as a Severity Level III problem, and they involved examples of failure to provide physical barriers to vital areas. The civil penalties were mitigated because of the licensee's prompt and extensive corrective actions.

It should be noted that the licensee has not been specifically informed of the enforcement action. The Regional Administrator has been authorized by the Director, Office of Inspection and Enforcement, to sign this action. The schedule of issuance and notification is:

Mailing of Notice August 7, 1986 Telephone Notification of Licensee August 7, 1986 A news release has been prepared and will be issued after the licensee receives the Notice. The State of Louisiana will be notified.

The licensee has thirty days from the date of the Notice in which to respond.

Following NRC evaluation of the response, the civil penalty may be remitted, mitigated, or imposed by Order.
