We have completed ow review of your responses dated December 29, 1986, to our August 26J1980 comments on the Preliminary Final Remedial Action Plan for the Durango, Colorado, UMTRA Site.
The responses addressed our commerits with some exceptions in the areas of radon barrier and geotechnical designs.
Enclosed are comments which will require resolution prior to final, unconditional concurrence of your Remedial Action Plan.
As requested, I have signed the signature pages and have fotvarded them to the State of Colorado. We are, however, attaching this letter to the signature pages as a record of the remaining issues.

NRC REVIEW COMMENTS ON DOE RESPONSES DATED DECEMBER 29, 1986 FOR THE DURANGO, COLORADO UMTRA SITE 1.
In response No. 5, there is insufficient information existing to support the proposed estimated long-term moisture content for the radon barrier material. A representative number of moisture tests of the selected borrow source (s) will need to be performed at the 15-bar suction value to support your proposed moisture content, and the results incorporated into your revised design of the radon barrier.

Section 3.2.2.2(3) of the NRC " Standard Review Plan for UMTRCA Title I Mill Tailings Remedial Action Plans" (SRP) dated October, 1985, recommends utilization of an emanating coefficient which is representative of the tailings material and is supported by field and/or laboratory test records.
The SRP further states that if measured values are not provided, the staff considers a reasonably conservative reference value to be 0.35.
Therefore, please review and revise your calculations accordingly.
These revisions should be reflected in your revised design.
