FERMI-2 RESTART JRoe 4 TRehm l On July 7, 1986, staff and others discussed with the Commission possible restart of Detroit Edison Company's Fermi-2 Power Plant. Staff requirements l meno of July 16, 1986, documented the Commission decision to permit the staff

! to make the decision to allow restart of Fermi-2 when the staff determines ,

! that it is satisfied that the plant can safely operate and that the licensee

and the plant are ready for restart.

The staff has been carefully considering all of the issues pertinent to

restart readiness. This consideration has been extended to include recently '

disclosed reservations about restart expressed by some members of staff.  !

) It is the consensus of staff that the plant can safely operate and that the  ;

9 licensee and plant are ready for restart. Key staff members including the i Regional Administrator, Mr. Keppler, and the Director of BWR Licensing, l Mr. Bernero, are at the site on July 30, to verify licensee and plant readiness 4

and to present and discuss conclusions thereof with the licensee, the  ;

i licensee's advisors, and members of the public. Given successful coaplation of the final review at the site, restart of the plant is expected shortly

i The restart of Fermi-2 and completion of its startup test program will be

, subject to extraordinary staff scrutiny and measures of additional vigilance

! will be taken during this period by the licensee. Specific hold points in the

! program cannot be passed without the expressed authorization of the Regional Administrator.
