NMSS GUIDANCE CONSOLIDATION PROJECT During the Office of Nuclear Material Safety and Safeguards' (NMSS') Business Process Reengineering (SPR) effort to evaluate and improve the materials licensing process, it was determined that much of the existing licensing guidance was very old, and in some cases duplicative, or unavailable in a current or readily accessible electronic form. As a result, the Division of Industrial and Medical Nuclear Safety (IMMS) is updating and consolidating existing licensing guidance documents into a series of license-specific guidance NUREGs. IMNS has developed a process that uses a team approach to facilitate both develop and review cf the document. Draft procedures for the process are provided as Attachment 1 to this memorandum.

As part of this project, NMSS identified the need to update, consolidate, and/or develop guidance on several topics that are central to licensing. One such topic was " Issues Associated with 10 CFR Part 20 Compliance." NMSS plans to develop a NUREG that would provide applicants and licensees with information on 10 CFR Part 20 compliance. This initiative is currently scheduled to begin on June 7,1999. Since this guidance may impact both NMSS and the Office of Nuclear Reactor Regulation (NRR) programs, and existing 10 CFR Part 20 guidance was developed by the Office of Nuclear Regulatory Research (RES), we propose using a writing team made up of individuals from these Offices. The document would be reviewed by management team members from NMSS, NRR, RES, anc the Office of the General Counsel. I have provided the project schedule as Attachment 2. If the starting date for this project precludes your participation, we can mova the project by as much as 3 months.

Participation by your Office would add to the success of this project and ensure allissues applicable to all NRC licensees are adequately addressed.
