FROM:

Frank Ashe, Plant Systems Engineer Plant Systems Unit Reactor Operations Analysis Branch

SUBJECT:

INITIATION AND INDICATION CIRCUITRY FOR HIGH PRESSURE COOLANT IMJECTION (HPCI) SYSTEMS

REFERENCE:

Nuclear Regulatory Commission, "IE Inspection Report:

{

50-322/83-28 dated September 14, 1983," Plant Unit:

Shoreham Nuclear Power Station.

i The enclosed Engineering Evaluation Report is forwarded for your review and consideration.

This report provides infonnation concerning the initiation and indication circuitry for HPCI systems at boiling water reactor (BWR) facilities.

Power Station did not appear to meet the intent of IEEE Stan Specifically, the concern noted was that for certain conditions, the HPCI 279-1971.

system function would not go to completion once initiated, although the indication circuitry would respond as though the system had gone to i

completion.

As a result of this observation, the licensee committed to initiate a design change to remove the concern regarding compliance with the required standard.

The identified concern for the HPCI circuitry at the Shoreham Nuclear Power Station prompted the Plant Systems Unit to review the HPCI initiation and indication circuitry for three additional facilities.

The results of this review was that this concern is applicable to two of the three facilities.

Karl V. Seyfrit Based on our review of this issue, we believe that the actions taken at the Shoreham Station were appropriate and, if implemented properly, the concern regarding compliance with the intent of the required IEEE Standard Also, we believe that NRR should consider reviewing should be removed.

the identified area of the HPCI circuitry of other BWR facilities so as to verify that this area of the circuitry is acceptable in tems of Finally, we suggest that the complying with the required Standard.

enclosed report be provided to NRR by a separate transmittal memorandum.
