Beaver Valley Power Station - Unit No. 2 Docket No. 50-412 Emergency Preparedness Plan Gentlemen:

Beaver Valley Power Station Unit No. 1 (BVPS-1) is an operating Unit and as such has a Nuclear Regulatory Commission (NRC) approved Emergency Preparedness Plan (EPP). Duquesne Light Company (DLC) intends to modify BVPS-1 EPP to include Beaver Valley Power Station Unit No.

2 (BVPS-2).

BVPS-1 and BVPS-2 will then have one EPP with separate sets of implementing procedures.

This plan consists of two (2) volumes:

the Plan which is Volume I and the Implementing Procedures which comprise Volume II.

Volume I of the EPP contains:

Section 1 - Definitions Section 2 - Scope & Applicability Section 3 - Summary of the Emergency Preparedness Plan Section 4 - Emergency Conditions Section 5 - Emergency Organization Section 6 - Euergency Measure J

Section 7 - Emergency Facilities & Equipment J

Section 8 - Maintaining Emergency Preparedness Section 9 - Reentry and Recovery Section 10 - Appendices Volume II, Implementing Procedures, contains the following instruction and procedure series:

necessary modifications to the Plan (Vol. 1) in order to make it applicable to both Units. The following is a summary according to section.

SECTION 4 1.

Table 4.1, " Action Level Criteria for Classification of Emer-gency Conditions," would need revision for possible tech.

spec. changes for BVPS-2 and possible deletion of Accident at SAPS under initiating condition.

The Emergency Organization should specify which personnel are from BVPS-1, BVPS-2, or both.

SECTION 6 a.

1.

Section 6.7.1, "Onsite Protective Actions," would need revision to specify BVPS-1 or BVPS-2 and to allow for possible modifica-tions in the protected area fence.

2.

Table 6.2, " Notification Matrix," should be revised to delete BVPS-2 Construction.

SECTION 7 1.

Section 7.4.3.2, " Seismic Equipment," would need revision due to possible changes in locating the instruments in BVPS-2.

2.

Sections 7.5.2.1, 7.5.2.2, and 7.5.2.3,

" Station Assemb ly Areas," would need revision.

These sections address the Primary Assembly Area for BVPS-1, BVPS-1 Trailer Complex, and BVPS-2 Jobsite which should be changed or be deleted.

3.

Descriptions of communication systems need to be revised.

SECTION 8 1.

Table 8.1,

" Initial Training and Periodic Retraining," for contractor / construction personnel needs revision.

SECTION 10 1.

Appendix D, Enclosures 8, 9, and 10, " Process Ef fluent Radia-tion Monitoring System," would need to be revised.

BVPS-2 may l

have different channels of releases, different instruments to monitor the releases, and dif ferent monitor numbers than BVPS-1.

any specific section in the Plan.

All DLC/BVPS-2 "Jobsite" and " Construction" terms would be removed from the final BVPS Plan.

Operating and/or Implementing Procedures referenced in the Plan

Specific chapters or sections from referenced materials (oper-ating manuals, appendices, etc.) should be correlated with the l

appropriate manual, etc., for BVPS-2.

The use of the ERF must be incorporated.

5.

The new Emergency News Center needs to be incorporated.

6.

The population distributions require updating to reflect the 1980 census population data contained in the BVPS-2 FSAR.

7.

Site specific portions of the EPP need revised to state EPP BVPS-1 or EPP BVPS-2.

8.

All. figures which state that the Emergency Recovery Facility, or BVPS-2 1s "under construction (UC)" need to be revised.
