REVIEW 0F REGION IV - DEPARTMENT OF ENERGY AGREEMENT -

FIN No. B-3101 On March 21, 1983, I met with Messrs. B. E. Bader and L. D. Bustard of Sandia National Laboratories (SNL), Albuquerque, New Mexico, to discuss the status of the Region IV Equipment Qualification Inspection Program (EQIP) and consultant services provided from October 1, 1982, through March 28, 1983.

This review was performed to satisfy the requirements of NRC Manual 1401, V., " Responsibilities and Authorities," paragraph C.2. which requires the project manager to monitor cost, schedule, and performance.

Monthly billings for consultant services were evaluated by reviewing each monthly report (October 1982-February 1983) made by SNL and by reviewing a sample of the computer data which breaks down details and supports monthly costs charged against

The computer data supported the monthly report data.

Cost

-charged against the project was proper.

l SNL consultants have consistently met Region IV inspection schedules and deadlines for s'bmitting their report of findings after each EQ inspection.

u Their technical evaluations have been thorough and often they have performed additional followup tasks-on technical problems after the inspection at their SNL offices.

These activities have been completed in an efficient and cost-l effective manner.

Several' areas of the EQIP that need greater emphasis or improvement were discussed.

Memo to Bangart 1.

SNL personnel will only be used for evaluating technical issues and testing.

That is, they are not to be used to perform QA functions unless previously authorized by the Region IV Equipment Qualification (EQ) Section Chief.

SNL personnel will not be expected to give findings at the exit which deal with NRC enforcement or findings.

However, this does not preclude their participation to explain technical issues they evaluated in order to support findings discussed by the lead EQ engineer.-

In cases where Region IV can obtain test plans for equipment to be tested, these may be forwarded to SNL for their review prior to inspections.

Several technical concerns have recently surfaced where the adequacy of the specifications / test plans, which were provided to the test facility by the customer, and the final determination of qualification acceptability can only be evaluated at the test facility's customer (manufacturer, architect engineer, nuclear steam supplier, or licensee).

It was agreed that where specific concerns are identified, followup inspection may be necessary to resolve and close these items. Additionally, more emphasis will be placed on these areas as a part of the routine EQIP effort.
