BoH 230 Amagansett, NY 11930 March 11,1999 Ms. Shirley Jackson Chairman NRC 11555 Rockoille Pike Rockville, Maryland 20852 Dear Ms. Jackson; 1 have written to you to ask a favor. That favoris to shut down the Millstone lli power plant in Connecticut. If there were to be a meltdown, and since I live in eastern Long Island, there would not be a fast enough evacuation plan. The radiation would travel too fast for us and we would die.

Through my many weeks of looking over and researching data, these were the things that blew my mind.

Every year the three power plants of Millstone together have burned 25 million barrels of oil per year. A couple of weeks ago after Millstone started and shut down the Nuclear power plant is out of Connecticut's electric rates, a decision that could cause Northwest Utilities an estimated

$14 million a month. That is very eHpensive. BetWeen November and April, the price of fuel used to produce electricity dropped and power produced by hydroelectric dams increased significantly. A Northwest Utilities spokeswoman said, "the fuel adjustment will save the average residential customer $1.26 a month";it adds up. Tom McCormick, also a Northwest Utilities spokesman replied,

" people should be seeing an immediate 7 percent reduction in 4

their monthly bills from the removal of Unit 3 from rates, rather than being forced to lend Northwest Utilities money".

i This is costing us too much money.

11 has also been shown and confirmed that the 4

occurance of leukemia is 65% higher than on the workers of j

Dak Ridge National Laboratory who work with radiation, the j

same radiation that is located in the Millstone 111 power plant.

j Northwest Utilities was hit with a $2.1 million dollar penalty j

by the Nuclear Regulatory Commission for more than 60 j

engineering and licensing violations noted during inspections i

at Millstone between October 23,1995 and December 31, 4

1996.

The most frightening topic that I have researched; Northwest Utilities has decided to seek restart for the l

Millstone lli Nuclear power plant in lUaterford without trying i

to replace or make permanent repairs to d damaged valve in j

the primary water cooling system. Terrence McGintosh i

stated,"What they've done is stopped the leak and they feel j

that it is safe and appropriate not to continue with that I

(repair) effort." "If they continue it could actually damage the valve." Earlier before the statement he said,"approHimately lj 112 values at Millstone 111 are being shut down. At Three Mile Island they had to shut it down because of a broken j

valve.

So please do all of us a favor and do something i

about Mi!Istone Ill. Lives are at stake, so make the right decision.
