Enclosed is a copy of the "Review And Evaluation Of Seabrook Plan For Massachusetts Ccmunities" prepared and issued this month by the Federal Emergercy Managerent Agency.
Please note that FEMA's review and evaluation of Applicants' Vehicular Alert Notification Systen (VANS) appears at nages 24-25 of the report.
Because the VANS "is not operational at this time,' id.
l at 25, FEFA presently regards as inadequate Applicants' raeans for providIng pronpt notification to the residents in the Massachusetts portion of the Seabrook emergency planning zone in the event of an energency at the Seabrook Station.
In the report FEMA does not address the adequacy of the VANS design.
