i I am a concerned citizen of East Hampton, New York. I have heard of numerous fines put on the nuclear plants Millstone I,II, and III. I have also heard of government safety violations, and that they are on the NRCs watch list. I am aware that Northeast Utilities will not be able to charge Connecticut mtepayers for the costs of the troubled re' actor. I am requesting that a workable evacuation plan be devised for the New England /Long Island area. I do not believe a safe evacuation plan is possible 1

from Eastern Long Island since we have only one road that leads to safety.

I feel that without a safe evacuation plan, the reactors must remain shut down.

Some of the safety violations that make Millstone a category 2 on the NRCs watch list include: 1. In 1998, plant operators were caught sleeping on duty. 2. Recently a leaky volve was discovered that would not be fixed up".i at least a year after the plant is operat:ng again. 3. During plant heat up, operators failed to record the rate of heat up and did noi follow certain procedures.

The fines put o.n Millstone numbered $2.1 million a few years ago.

That was when Millstone was shut down for two years from volve problems like the ones that caused the Three Mile Island accident. Now Millstone's fines number $3.6 million, and I am afraid the cost will be much higher because Millstone has a 20% failure rate for fixing technical problems.

Please see that this plant is kept closed. I am sure if you lived where I do, in an area that is impossible to evacuate,15 miles from the troubled reactors; you would want to know your family was safe from nuclear contamination should there be on accident.
