[ 'Y This is in reply to your letter regarding Comanche Peak and your concerns about its construction and final inspections.

l The design adequacy and quality of construction of this plant are matters which are before the Neclear Regulatory Commission's Atomic Safety and Licensing Board.
This Board has been and will be conducting public hearings
-in which the utility (Texas Utilities Electric Company) will have to demonstrate that the plant has been designed and constructed properly.
Texas Utilities is currently conducting a very extensive re-inspection of the plant in an effort to either show that it is adequate or correct any deficiencies it may find.
In fact, the utility recently announced further j
delays in the opening of the plant because additional problems have recently

been discovered in the design area which will take more time to correct.
This I
program is being closely monitored by the NRC staff.
l Comanche Peak will not receive a license to operate until it can be shown that requirements for licensing have been satisfied.
