REPLY TO APPENDIX A OF NRC INSPECTION REPORT NO. 50-317/83-01; 50-318/83-01 The finding identified two areas of apparent noncompliance associated with Appendix A of 10 CFR 20. The two items identified were a result of Baltimore Gas and Electric Company's failure to fully realize the implication of footnote "h" to the subject regulation. Upon review of the footnote, the following actions have been taken:

(1) Changes to Radiation Safety Procedure 2-306, " Respiratory Protection Device - Maintenance," were made effective as of February 23, 1983, to ensure the minimum air flow as prescribed in Appendix A of 10 CFR 20 is delivered during use of respirator hood devices. Additionally, a change to Radiation Safety Procedure 2-305, " Respirator Selection, Issuance, Field Testing, and Wearing," dated January 25, 1983, incorporates a protection factor (PF) of 1,000 for determining compliance with 10 CFR 20.103.

(2) Respirator Use/ Air Activity Worksheets issued between the dates of April 15,1982, (the effective date of 10 CFR 20, Appendix A) and January 25, 1983, have been reviewed using the more conservative PF value of 1,000. All recalculated maximum permissible concentration hours associated with this review remained less than 0.03 maximum permissible concentration hours and did not affect compliance with 10 CFR 20.103. Full compliance with this matter was achieved on February 23,1983.

In summary, changes to the above referenced procedures now ensure:(1) a minimum hood air flow of 6 cfm or greater, and (2) use of appropriate protection factors. We consider the above actions complete with regard to closing the referenced finding.
