L 30 Lee Avenue East Hampton, NY l1937 March 10,1999 Mrs. Shirley Jackson Chairwoman NRC 11555 Rockville Pike Rockville,7 Maryland 20852 Dear Mrs. Jackson I am a concerned citizer of Long Island, and I am very concerned with the safety aspects of the Millstone 3 Nuclear Power plant based in Waterford, Connecticut. I am most of all concerned about the event of a nuclear meltdown of this facility due to the build up of various radio-active materials such as Plutonium, ra'lium and other dange ous radioisotopes, as well as the poor upkeep and other technict.1 problems such as

" leaky valves". I know this has been a past problem in Millstones history and that the reactor has been shut down on a temporary basis repeatedly for numerous safety violations, and yet it still remains operational.

I am writing this letter as a concerned citizen in request of your authority, and not only for the many people involved if such a disaster were to take place,(In which there is no organized evacuation plan) But for the well being of the Eco-system as well. If the damaging effects of a meltdown were to occur, it would so cripple the population oflocal wildlife that call Long Island, as well as Connecticut home, that nothing would live

. within miles around, not only would their habitat be destroyed, but the land so contaminate that they couldn't return, it would take years before a species could recover from such a devastating blow. This imposing threat to the Tri-state area is to great to be underestimated In my opinion, the continued operation of the Millstone 3 facility is a dangerous and detrimental risk to our wildlife, economy, and most importantly our lives.

In conclusion, to restate my reasons for discontinued operation of Millstone Unit 3; First, the devastating effects of a meltdown on Long Island, Second the Imposing risk to our Eco-system, wildlife, and Economy, and finally the threat to our own lives. As far as I am concerned, No one is safe as long as we remain within the shadow of this nuclear terror. I hope you can consider my opinion and the many others for whom I share it. And thank you for your time.

Sincerely, Scott Bluedorn j
