We received your March 9,1999, letter addressed to Bill Richardson, Secretary of Energy regarding the Millstone Nuclear Power Station. The Department of Energy determined that the subject of your letter does not fall within its purview. Therefore, they referred your letter to the Nuclear Regulatory Commission (NRC). We have forwarded your letter to the NRC staff for j

Dear Mr. R chardson,
I write in strong opposition to any attempts to restart reactor #2 at Millstone Nuclear facility in Waterford, Conn.
Various ac idents and safety violations have shutdown the l-Millstone 1lant frequently since its reopening;last summer.
Our waterw..ys are being polluteci--although you say in your letter to kepresentative Michael Forbes of February 9, 1999 that the anounts of radioactive tritium released by Millstone.nto the water are acceptable, I strongly disagree.
I understand from the NRC hearing held in Riverhead, NY, March 1, 1999, that the reactor #3 is now operating inder probationary restrictions imposed by your commission. With this in mind, any attempts.to restart reactor #2 seem irresponsible at best, criminal at worst.
Please don t allow Millstone to increase its operations in anyway unt.1 there is an adequate evacuation plan for Eastern Lotg Island.
Provisioning of potassium iodide should be.ncluded in this evacuation plan; this ef fective -
thryoid blicker should be stored in every doctor's office, every scho>l nurse's of fice, every hospital and pharmacy in case of emergency.
We in East rn Long Island live in a densely populated area only 12 mi es away from Millstone.
We are trapped; there is No evacuat on plan for us in case of accident.
(Af_ter much study, Suf olk County government :oncluded years ago that an
. evacuation plan for Eastern Lc.
Island was not feasible.)
It is irre ponsible to allow our communities to be at such
'high risk or the sake of the profits of the private corporatio, Northeast Utilities.
