Report of Potential 10CFR50.55(e) Item on Questionable Qualifica-tion of Certain L.K. Comstock OC Personnel (#88)

Dear Mr. Keppler:

4 On March 11, 1983, Detroit Edison's Mr. T.A. Alessi, Director - Project Qual-ity Assurance, telephoned Mr. J. Konklin of NRC Region III to report on a potential problem with the qualifications of certain L.K. Comstock OC person-nel at the Fermi 2 site. A recent change in the certifications of twenty-three (23) inspection personnel has resulted in these individuals being declared unqualified for the work they had been performing.

Detroit Edison's Project Quality Assurance (POA) Department conducted a review of the certification files to determine if there was evidence to sub-stantiate the initial levels of certification. Four (4), of the twenty-three j

(23), were in training and had not performed any inspections. Of the remain-ing nineteen (19), the POA review identified four (4) inspectors whose abil-ity to. meet ANSI N45.2.6 Level I qualification requirements was questionable per the available documentation.

L.K. Ccustock then conducted a 25% reinspec-tion of hardware originally inspected by the nineteen (19) individuals. Their results revealed that all sampled inspections were properly conducted and.

documented. Corrective action was to rewrite resumes as necessary to provide greater detail in the area of prior work experience.

Based on the actions taken, there is no evidence that this preblem either resulted in any deficiency in construction, or, if left uncorrected, could have adversely affected the safe operation of this plant.
