SUMMARY
The upgraded emergency planning regulations require that licensees authorized to possess and/or operate a research or test reactor to follow and maintain in effect emergency plans which meet the requirements of Appendix E to 10 CFR Part i 50. Further, these licensees were required to submit upgraded emergency plans
- to the NRC for approval as a condition of the license.
These plans are currently undergoing NRC staff review against the requirements of Appendix E. In addition, the staff review extends to ascertaireing the degree l of confprmance with the guidance criteria set forth in Revision 1 to Regulatory Guide 2.6, and ANSI /ANS-15.16-1982 " Emergency Planning for Research and Test Reactors." The purpose of extending the review and evaluation to include con-formance with the guidance criteria is because licensees were requested by generic letter dated June 16, 1982 to use these documents to meet the require-ments of the amended emergency planning regulations and to institute a standard means of assuring that uniform evaluations and reviews are made of each plan.
The adequacy of. the licensee's emergency preparedness program will be determined by a two part process consisting of a review and evaluation of the emergency plan for compliance with the requirements of regulations and a determination of the effectiveness of its implementation via an inspection in order to establish reasonable assurance that accident assessment and protective measures can and will be taken.
For the emergency plan to have a finding of acceptability, the objectives of the plan must provide the basis for actions to cope with an emergency and oefine the authority and responsibilities necessary to achieve these objectives.
For minor dF.'iciencies and those areas needing improvement, licensees should !
commit to strengthen to an acceptable level. For those areas that are not i adequate or do not meet the requirements of the regulations necessary corrective actions must be taken.

l The adequacy and effectiveness of the licensee's overall total emergency i preparedness program will be determined from either onsite appraisals or our routine inspection program.
The onsite appraisal and inspection programs provide for a comprehensive evaluation of the total emergency preparedness program in terms of capabilities ,
and performance. In order for the NRC to make a positive finding the licensee must demonstrate that trained personnel, adequate procedures and proper equipment are in place to assess the course of an accident and its potential ~ severity.
Accident assessment and initiation of emergency actions requires the performance of crucial tasks under a wide range of accident conditions. Therefore, the
- program must be structured to facilitate an integrated assessment of the ability I of the emergency _ response personnel to complete these crucial tasks under emer-gency conditions using available procedures, equipment and resources. The findings are based on the evaluation of (1) the administrative commitment and essential elements necessary to establishing and maintaining emergency response capabilities, (2) emergency facilities and equipment crucial to performing emergency response tasks, (3) the structure and definition of the emergency organization including defined authority and responsibilities, (4) coordination and agreements with offsite support groups, (5) the content and adequacy of emergency procedures, (6) the training of emergency response personnel and (7) performance demonstrations of assigned tasks by key members of the emergency organization.
l The benefits from the program are the identification and subsequent correction of deficiencies resulting in assurance that adequate planning has been done and protection is provided for licensee employees and members of the general public and allows the NRC to effectively discharge its responsibilities.
