Dear Mr. Bulter:

In References 1) & 2), Philadelphia Electric Company (PECo) notified you of our involvement with the BWROG Committee on I.E.

Bulletin 85-03 and stated that PECo planned to respond to Item (e) of the subject bulletin within 60 days after NRC acceptance of the BWROG Committee position.

Subsequently, the NRC Office of Inspection and Enforcement notified the BWROG by Reference 3) that individual utilities must provide their response to Item (e) no later than October 1, 1986. PECo will comply with this later directive.

Regarding completion of the overall IEB 85-03 program schedule, PECo intends to complete valve testing and submit the final report in accordance with the schedule specified in the bulletin.
