Waterford 3 Cycle 10 Core Operating Limits Report

Gentlemen:

Waterford 3 Technical Specification 6.9.1.11.3 requires submittal of the Core Operating Limits Report (COLR) for each reload cycle, including any mid-cycle revisions or supplements. Revision 0 of the Cycle 10 COLR was previously submitted by letter W3F1-99-0033 on February 18,1999.

Please find attached Revision 1 of the COLR for Waterford 3 Cycle 10. In Revision r

1, Figures 8 and 9 have been revised to address new Departure From Nucleate Boiling Ratio (DNBR) limits with the Core Operating Limits Supervisory System (COLSS) out of service when the Control Element Assembly Calculators (CEACs) y are Operable or inoperable. These changes are required to protect the required overpower rnargi: (ROPM) needed for Cycle 10. The calculation for these limits is

based on fuel burnup information from the previous cycle and cannot be performed

by our NSSS vendor until accurate informatir>n regarding the plant shutdown date is available.
