Dear Ms. Diggs:
i DOCKETS 50-266 AND 50-301 APPLICATION FEES POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 Your letter dated June 19, 1986, requested that Wisconsin Electric Power Company submit an application fee of $150 for a May 13, 1986 letter concerning the use of energy absorbers at our Point Beach Nuclear Plant.
Contrary to your assumption, that letter did not request replacement of safety-related snubbers with energy absorbers.
The letter stated that we were considering such replacement and that we believe such replacement could be accomplished under the provisions of 10 CFR 50.59.
On July 18, 1986, we received Mr. Colburn's letter dated July 15, 1986, which indicates that snubber replacement may represent a potential unreviewed safety question.
While we maintain that the use of these energy absorbers would not appreciably affect safety margins as established in previously approved analyses, we have not at this time determined whether we need to request NRC approval of this modification.
If our further discussions with the NRC staff confirm that prior Commission approval will be necessary, we shall amend our May 13, 1986 filing appropriately and submit our 20 CFR Part 170 application fee at that time.
