NOTICE OF VIOLATION Philadelphia Electric Company Docket No. 50-352 This refers to the inspection conoucted by repre'sentatives of the Regio'n I (Philadelphia) office at the Limerick Generating Station, Unit 1, Limerick, Pennsylvania, of activities authorized by NRC Ll cense No. CPPR-106.
i During this inspection, conducted on September 25-2g,1978, the following-apparent item of noncompliance was identified.
10 CFR bO, Appendix B, Criterion V, states in part, that:
Activities affecting quality shall be prescribed by documented instructions, pro-cedures, or drawings... and shall be accomplished in accordance with these instructions, procedures, or drawings."
The Limerick PSAR, Appendix D Quality Assurance Program, paragraph 6.4, states, in part, that: '"Bechtel Construction Department... is responsi-ble for construction of the plant to approved engineering specifications, drawings and procedures..."
The Peabody Testing Inc., a centractor to Bechtel, utili:es non-destructive examination procedure titled " Liquid Penetrant Inspection of' Welds and Components," IPPT-340-39-02, Amendment i.
2, which states, in part, in paragraph 5.5.3, that:
... final interpretation shall be made a minimum of seven minutes and no later than thirty.
