It is our understanding that Exeu
_ oranch views are not required for the NRC to act on.equests to extend the validity of existing export licenses and that had it not been for the apparent sensitivity of the material in-volved, the NRC would have taken action without reference i
to the Executive Branch.
We, therefore, obtained the views of the Executive Branch agencies involved in the nuclear export licensing process informally in order to permit ex-pedited NRC license action as Westinghouse had requested i
an NRC response prior to the expiration of the existing license on December 1, 1978.
It is the view of the Executive Branch that this pro-posed export is effectively " grandfathered" and that the extension, therefore, should be granted.
It is our under-standing that Westinghouse will make every effort to com-plete the bulk of the export by December 1, so that the extension would, under present plans, be applicable only to a relatively minor amount of material.
