F Enclosed for your use is Revision 3 to Regulatory Guide 1.70,

" Standard Format and Content of Safety Analysis Reports for Nuclear Power Plants -- LWR Edition," dated November 1978. Revision 3, including its new appendix on interface criteria for standard designs, is provided in loose-leaf form to facilitate future revisions with the use of replacement pages. Changes relative to Revision 2 are s noted with bars in the margins of the pages. Revision 3 does not involve significant changes to the format of Revision 2, except as concerns the inclusion of Appendix A on interface guidelines. (The content of Appendix A was previously issued for public comment as

" Interfaces for Standard Designs," NUREG-0102, August 1976. Public comments received at that time were considered when developing Appendix A.)

Revision 2 to the Standard Format identifies the principal information that should be provided by applicants in safety analysis reports for nuclear power plants utilizing light-water-cooled reactors and pro-vides a uniform format for presenting this information. Revision 3 reflects public comments on Revision 2 and refinements in the NRC staff's information needs. Revision 3, as noted, incorporates a new appendix that provides guidelines for submitting information on safety-related interfaces for standard designs. Revision 3 is keyed to the " Standard Review Plan for the Review of Safety Analysis Reports for Nuclear Power Plants -- LWR Edition" (NUREG-75/087) as revised through August 1978. Use of the Standard Format and Standard Review Plan guidance documents will contribute to a more uniform, higher-quality, and more efficient licensing process.

In the future, replacement pages may be issued to revise the Standard Format to reflect public comments received, operating experience, or other new information. Such revisions will continue to be keyed to parallel changes in the Standard Review Plan.

The staff position in the letter accompanying the initial distribution of Revision 2 indicated that the transition period for implementing the updated Revisior 2 (i.e., Revision 3, which among other things reflects public comments on Revision 2) applied only to the format.

Distribution List contain the information identified in Revision 2. Since Revision 3 does not involve significant changes to the format of Revision 2 and since Revision 2 has been in use for approximately 3 years, the staff recomends shortening the transition period for implementing the Revi-sion 3 format for construction permit applications from 12 months to 6 months following issuance of Revision 3. Accordingly, the staff '

recommends use of the Standard Format as follows:

1. Applications for Custom Plants. Applications for construction permits tendered more than 6 months after the issuance of Revision 3 to the Standard Format should follow the Revision 3 format. Applications for operating licenses tendered more than 12 months after the issuance of Revision 3 to the Standard Format should follow the Revision 3 format.
2. Applications for Standard Design Preliminary Design Approval

[SSARs). pplications tendered more than 12 months after the issuance of Revision 3 to the Standard Format should follow the Revision 3 format.

3. Applications Referencing SSARs. The standardized portion of such applications should follow the format of the SSAR regardless of the tendering date. The custom portion should be prepared in accordance with the approaca described in Item 1 above for custom plants. Addi-tional information need not be provided on the standardized portions of plants in applications referencing approved SSARs unless specifically requested by the staff.
4. Applications for Replicate Plants. Applications for replicate plants should follow the format of the base plant safety analysis report regardless of the tendering date. Additional information need not be provided on the replicated portions of plants in applications for rep-licates of approved base plants unless specifically requested by the NRC staff,
5. Additional Information (all applications). Additional information in the same format as the application is acceptable at any time.
6. Upgrading to Revision 3 Format (all applications). FSARs for custom plants and replicate plants, final design SS7Rs for standard a designs, and utility FSARs referencing SSARs may use the same format as the PSAR or preliminary design SSAR provided the submittal date is no more than 12 months after the issuance of Revision 3 unless there is a

  • The NRC staff considers a substantial change to be one in which one-half or more of the pages in the tendered safety analysis report are altered or revised.

Distribution List substantial rewrite occurs or when the FSAR or final design SSAR is tendered more than 12 months after the issuance of Revision 3, the Revision 3 format should be used.

7. Acceptability of Revision 3 (all applications). The Revision 3 format may be used in place of Revision 1 in any application where use of the latter is permitted.  ;
8. Content of Safety Analysis Reports (all applications).

Regardless of the -fonnat used for any safety analysis report, the docu-ment should contain (except as noted in Items 3 and 4 above) the infor-mation identified in Revision 3. In SARs using the Revision 1 format, it is suggested that additional information be incorporated in one of the following ways: by incorporating the necessary modifications within the Revision 1 format; by providing an " Additional Information" subsection at the end of a section or chapter; or by following the Revision 3 format for an entire chapter or major subsection. In any event, apprnpriate cross-referencing should be provided.
