Dear Mr. Bowling:

By letter dated June 14,1995, as supplemented July 23,1996, Northeast Nuclear Energy Company (NNECO) requested a license amendment to revise the frequency of certain surveillance requirements for the electrical power systems. The change from "at least once per 18 months" to "at least once per refueling interval," would permit a longer 24-month operating cycle for the unit. - The proposed amendment would also delete the phrase "during shutdown" from some of these surveillance requirements to permit the surveillance during other operational modes when it is safe to perform the surveillance.

The t).S. Nuclear Regulatory Commission (NRC) staff has identified a number of discrepancies and lack of justification for some of the changes in the proposed amendment request. The enclosure outlines some of these issues. After NNECO has reviewed the issues, the staff would like to have a meeting to discuss the next step (e.g., withdrawal of or supplement to the request). Since the amendment request is already several years old, your expedited review and response would be appreciated. This completes the NRC staff's actions with regards to l

TAC No. M92592. The staff will open a new TAC number if you supplement the proposed amendment request.
