The Advisory Committee on Reactor Safeguards held its 220th meeting in l
Washington, D.C. on August 3-5, 1978.
Items considered at this meeting are summarized below.
Projects The Committee reviewed the request for a Construction Permit for the Davis-Besse Nuclear Power Station Units 2 and 3.
We Committee completed its review of the application for a Construction Permit for the Erie Nuclear Plant Units 1 and 2.
The Committee completed its review and reported favorably on the appli-cation for Preliminary Design Approval for the Westinghouse Electric Corporation standarized nuclear steam supply system described in RESAR-414.
Copies of reports regarding the projects noted above have been provided to you.
Miscellaneous
%e Committee met with members of the NRC Staff to discuss the need for a larne-scale test facility to study ECC bypass. %e Committee concurreu with the NRC Staff that a large facility is not needed at this time; the Executive Director for Operations has been so informed.

The Comittee provided coments to the Executive Director for Opera-f tions regarding proposed use of the CRAC code for alternate site evaluation.
j The Comittee approved a report to NRC regarding its activities during the period May-August, 1973.
The Comittee heard and discussed a reprt by Dr. Paul Slovic, Decision Research, Inc., regarding perceived and acceptable risk implications for nucle:ar power decision making.
Members of the NRC Staff reported to the Committee on recent operating e.rperience and licensing actions related to reactor safety.
Items discussed included the discovery, at the Turkey Point nuclear plant, of a device made to resemble a bomb; failure of a decay-heat removal pump shaft and a crane hook at the Crystal River nuclear plant; pro-posed relocatic a of' a pipeline carrying hydrocarbon fuels, includire gasoline, at the Beaver Valley nuclear plant site; and repair of cracks in the torus of the Vermont Yankee plant. A report was also made regarding power oscillations occurring in the Fort St. Vrain reactor.
'Ihe proposed NRC Staff procram and related methodology for analyzing systems interactions in nuclear power plants was also discusred.
