Pursuant to the Memorandum of Understanding between the United States Coast Guard and the Nuclear Regulatory Commission regarding Floating Nuclear Power Plants and the agreed procedure for the transmittal of reviewed plans and other documents, the following comments and plans are forwarded for your action. The original of this letter and one copy of each plan or document is being returned directly to Offshore Power Systems.

For your information, I would like to briefly review the Coast Guard means of stamping of plans specification and data. The meaning of the five courses of action accorded to submittals is as follows:

a) Approved:

Resubmission of the document is not required j

except for later revisions or alterations. Approval may be made without comment or it may be granted subject to correction of minor deficiencies which can be followed up by the local Inspector. Approval is subject to any reccmmenda-I tions of the American Bureau of Shipping if the plan is subject to their review. Approval also assumes that workmanship, construction and testing will be to the satisfaction of the cognizant Officer in Charge, Marine l-Inspection.

Returned for Revision:

Resubmission is required of these l

plans due to deficiencies or omirsions in such quantity or degree as to require correction of the plan.

c)

Disapproved: Resubmission is required due to major deficiencies, unacceptable concepts, or inadequate or insufficient data.

d)

Examined:

Specific approval is not required, however, information of interest is contained and a copy will be retained for information and file. No approval action has been taken.

Enclosures (1) and (2) are approved subject to the following comments:

Applicable to Enclosure (1) 1.

Material identification marks to be transferred to all pieces when the plating is divided should be listed and should include rolling direction as this is an important factor in the Fracture Control Plan.

Enclosures (3) and (4) are returned for revision subject to the following comments:

Referenced in Section 1.2; deviations from or changes to approved documents shall be submitted for Coast Guard review.

You indicate that the platform design will be evaluated as a beam on a standard wave in a heavy sea. We would point out that beam analysis may be inappropriate due to the L/B ratio of the platform.

The results of your analysis will be studied in conjunction with the Finite Element analysis which you are conducting.

Pertaining to section 5.3, it is our understanding from your proposal of March 31, 1978, (Proposal for replacement of ASTM A537 Class with ABS Grade CS for the FNP exterior Platform Hull Crack Arrestor Plating) that upon Coast Guard concurrence, longitudinally oriented ABS Grade CS steel would be used as the crack arrestor material.

That change should be reflected by this specification.

Applicable to Enclosure (4) 5.

The Coast Guard will accept ultrasonic inspection of welds j

as the primary nondestructive inspection method for the platform shell and strength deck as per the American Bureau of Shipping " Rules for Non-destructive Inspection of Hull Welds." In addition, the Coast Guard will require 100% Radiographic inspection of all master butt velds,in the shell plate. The proposed extent of ultrasonic inspec-tion for the remainder of the welds (20% L and all intersections) is acceptable however the extent may be modified and additional radiographic testing required at the discretion of the cognizant Officer in Charge, Marine Inspection depending on the overall quality of production welds.

In accordance with ASME Section III Division I Subsection NE and the ABS Rules for Nondestructive Inspection of Hull Welds, the radiogrphic quality IcVel shall be 2-4T for material thickness up to and including.75 in. and 2-2T for material thicknesses greater than

.75 in. penetrameter thicknesses and placement shall be in accordance with ASTM E-142-72.

Comments 5 and 6 have been brought to the attention of the American Bureau of shirping. Upon correction of the specification and approval by the Coast Guard, ABS requests that you forward to them the changes incorporated.
