SUBJECT:
STAFF REQUIREMENTS - SECY-99-022 - RULEMAKING TO MODIFY REPORTING REQUIREMENTS FOR POWER REACTORS The Commission has disapproved the staff's intention to delay further consideration of the suggested rule changes until the end of calendar year 1999. While the Commission recognizes that resource constraints may preclude initiating these rulemaking activities in 1999, the staff should provide the Commission with a schedule and plan of action for revising the reporting rules listed in the paper. The staff should include the basis for significantly delaying any of these rulemaking activities. As it proceeds with these rulemaking activities, the staff should remain cognizant of ongoing efforts to risk-inform 10 CFR Part 50. The staff should use the Planning, Budgeting, and Performance Management (PBPM) process as a framework by which to more effectively plan its work, allocate its resources, and assess its performance.
