in letter W3F1-96-0004 on July 17,1996, Entergy submitted Technical Specification Change Request (TSCR) NPF-38-174. This request constituted a lead plant submittal, proposed by Waterford 3 on behalf of the Combustion Engineering Owners Grour. In support of the TSCR, Combustion Engineering (CE) Topical Report CE NPSD-951, " Reactor Trip Circuit Breakers Surveillance Frequency Extension," was submitted to the NRC Staff for review. Per a request from Mr.
Chandu Patel of your Staff, Entergy is providing the attached summary of telephone conversations held with ABB Combustion Engineering, Entergy and the NRC Staff on March 3 and March 8,1999 to discuss the CE Topical.

A Teleconference between Entergy Operations, USNRC and ABB was held on March 3 and 8,1999.
Participants in the teleconference are listed above. The purpose of the teleconference was to discuss questions and to provide clarifications on the CEOG topical report CE NPSD-951 Rev. 01, " Reactor Trip Circuit Breakers Surveillance Frequency Extension". Entergy Operations WSES is the lead plant for the CEOG for the topical report.
ABB and Entergy Operations clarified the failure data analysis provided in Appendix A. It was clarified that 2 complete failures of trip circuit breakers occurred between 1986 and 1993. One of the complete failures was at a CE plant in 1992. The failure frequency documented in the report is based upon one failure at a CE plant over the operating history for all CEOG plants. The value of the failure frequency remains much less than the acceptable value provided in NUREG/CR 4639. The value for the failure frequency documented in CE NPSD-951 Rev. 01 is conseivative compared to the failure frequency cbtained by using two failures over the operating history for all plants. The definition of a failure used by the NRC in GL 83 ' 8 Supplement 1 was the same as the definition of a failure used in the topical report The NRC indicated that the report appeared to provide sufficient justification to extend the surveillance frequency.
The conference call participants also discussed the requested AOT extension in the topical report. It was agreed that additionalinforrnation would be required to support the AOT extension. ABB and Entergy Operations agreed that it would be acceptable to not grant the AOT extension at this time given the need for additional justification. It was noted that the SER prepared by the NRC for the topicalieport could l
approve the surveillance test extension and deny the AOT extension. That approach is consistent with j
other SERs granted by the NRC.
