March 12, 1987 The Honorable Helen Hoyt, Chairman Administrative Judge Atomic Safety and Licensing Board U.S. Nuclear Regulatory Commission 1717 H Street, NW Washington, DC 20555

Dear Judge Hoyt:

I am forwarding to you a letter which I have received from the League of Towns regarding the location of the Atomic Safety and Licensing Board hearings on Seabrook emergency planning issues this June.

I understand that the June hearings are scheduled to be held in the Concord Federal Building.

The League of Towns has contacted me to request my assistance in relocating the hearings in the seacoast area.

The League of Towns believes that the hearings should be held at a location in closer proximity to the Seabrook nuclear power plant.

Would you kindly provide me with your thoughts on this matter.

Thank you for your attention.

With warmest regards, I am Sincerely yours, I'

Dear Board Members:

Tr caurer Please accept this letter as a formal protest from the Dean Marchant League of Towns in opposition to your decision to hold

~

f see$7s the Offsite Hearings in Concord, N.H.-

As was pointed out to you in previous hearings, the Sea-brook nuclear plant is located in the Seacoast of N.H.,

and has the greatest impact on this region of the State.

The Hearings should be held in this area, in order that the public (taxpayers and voters) are given the opportunity to attend, should they wish to do so.

Since this is not a hearing concerning a nuclear war nor a terrorist attack, we do not see how holding the hearings in a " Federally Secure" building can be justified.

This is a hearing concerning a privats, money making ecmpany, which is impacting upon the lives, property, health and rights of the public7 rights which are ensured by the constitution of this great land.

We, therefore, as a grass-roots group of cities, towns, organizations and the public, ask that~you reconsider your C^^

decision and hold these "public" hearings where the "public" l

which is most concerned can easily attend.

Thank you.
