BETHLEHEM STEEL CORPORATION QUALITY ASSURANCE PROGRAM As Required by 10 CFR 71 l

Application This program applies only to the use of Type B shipping containers.

Bethlehem Steel Corporation does not design, fabricate or repair Type B shipping containers.

Organization The immediate responsibility for complying with this program and applicable regulations certifylt.g,of personnel,and document control rests with supervision of the department handling Type B shipping containers.

' The Corporate Radiation Control Engineer is responsible for the overall coordination of this program, whatever training may be required, and auditing of the local facilities to assure their compliance with this program and applicable regulations.

Qualified personnel at each facility are responsible for the handling,

' storage, shipping, inspection, testing and required records. At major steel-making plants these personnel will be Environmental Health Engineers.

All Type B quantities of radioactive material will s.aly be shipped in packages approved under 10 CFR 71.

For those packages designed or fabricated af ter January 1,1979, only those covered under an approved Quality /.ssurance Program may be used. The Radiation Control Engineer shall obtain from the package designers or fabricators a statement that the package meets the requirements of 10 CFR 71. This dccumentation will be forwarded to all affected local facilities.

Handling, Storage and Shipping Written procedures concerning the handling, storage and shipping of packages for certain special form radioactive material have been developed and will be followed.

Shipments will not be made unless all required tests, certifications, acceptances, and final inspections

'have been completed. Work instructions are provided for handling, storage and shipping operations.

l Radiography personnel shall' perform the critical handling, storage and shipping operations of all radioactive materials used for industrial radiography.

. Environmental Health Engineers or Radiation Coordinators at those facilities not having assigned Environmental Health Engineers will perform or supervise the critical handling, storage and shipping operations of all other Type B radioactive materials.

Inspection, Test and Operating Status Inspection, test and operating status of packages for certain special form radioactive material will be indicated and controlled by written procedures. Status will be indicated by tag, label, marking or log entry.

Status of nonconforming parts or packages will be maintained by written procedures.

Radiography personnel chall perform the regulatory required inspections and tests in accordance with written procedures.

The Radiographer-in-Charge or his delegate shall ensure that these functions are performed.

Environmental Health Engineers or Radiation Coordinators at those facilities not having assigned Environmental Health Engineers will perform or supervise the performance of all required inspections and tests in accordance with written procedures for all other Type B shipments.

Desc11ptions of equipment and written procedures will also be n.aintained.

i These records will be maintained by the Radiation Control Engineer as required. The records will be identifiable and retrievable.

Copics, if required, will be forwarded to affected local facilities.

Audits Established schedules of audits of the Quality Assurance Program will be performed. Results of audits will be maintained and reported to management. Audit reports will be evaluated and deficient areas corrected.

The audit frequency will be dependent on the workload of the facility being audited, but each facility will be audited at least once every two years provided a Type B shipment has been made during that period. Audit reports will be maintained as part of the quality assurance records. The audits will be conducted by the Corporate Radiation Control Engineer.
