I am deeply concerned that the NRC is considering reducing Seabrook. Station's emergency zone to one mile and reducing state input into evacuation planning.

I know many, many people share my opinion that neither of these actions is in the best interest of the public.

Of course either or both may expedite Seabrook's licensing. but I do not believe cutting NH Yankee's losses justifies risking public safety and trust concerns about evacuation should be met head on. not 1

circumvented by changing the rules.

The economic toll of a cancelled power plant cannot compare with the potential economic

-- and human -- toll of the accident we are told to expect at least once in Seabrook's generating lifetime.

Instead of perceiving Governor Dukakis's intervention as

" sabotage." I knou it speaks directly to wide concern that this area is simply too densely populated with inadequate roads or l

resources to succeed with any mass exodus.

I do not feel protected by Governor Sununu's pact with the utility to develop plans -- nor uould you if you listened to neus daily of problems with sirens, valves, and accountability while you were stalled in normal traffic.

I fear we are being compromised to salvage a project that never should have bean started or completed in its current location.

I urge you t'o maintain the 10 mile zone and to retain states' right to participate in evacuation planning.

I urge you to listen to and personally investigate Governor Dukakis's concerns about evacuation and recent health studies from the Three Mile J

Island.

I ask you to place more importance on public safety than I

on financial ramifications to the utility.

Ue desperately need your objectivity and common sense.

(In my 2-year-old daught er's name, as well). I ask you to please err on the side of too much protection and intervention than too little.
