SUGGESTED GUIDANCE QUESTIONS FOR USE IN INTERVIEWING INDUSTRIAL RADIOGRAPHERS AND ASSISTANT RADIOG.RAPHERS.

Enclosed is a copy of the subject document for your revie'w and comment. As you know we have been concerned about the training and competency of U. S.

Testing Company's personnel to safely perform radiographic work. Your inspectors along with several agreement state inspectors have assisted our inspection effort by visiting U. S. Testing Company's job sites and offices.

Numerous interviews of radiographers have been conducted which naturally brings to the forefront questions about how effective training is, and whethen radiographers are really capable of performing their work safely and in accordance with applicable regulations.

Your comments on the questions and information concerning how your inspectors determine competency and training effectiveness would be most appreciated.

Specifically, we believe the following questions need to be addressed:

Should guidance questions like these be developed and used by NRC inspectors?

Should the NRC attempt to determine competency at all?

If the radiographer has met all training requirements "on paper" l

what kind of enforcement action should we take if an inspector determines the radiographer is incompetent?

Would an NRC certification / testing requirement be the most effective way to improve industrial radiography safety?

Questions for Radiography Inspection The following general questions and specific questions for each are typical of those that can be. asked of radiographers during an inspection. These do not preclude other questions that come to mind during the course of an inspection which may be,used at the discretion of the inspector.
