Dear Dr. Paperiello:
The United States Enrichment Corporation (USEC) hereby submits propose" changes to UEO-1041,
" Radioactive Material Packaging and Transportation Quality Assurance Program," for NRC review and approval. This program is referred to in the NRC Quality Assurance Program Approval for Radioactive Material Packages No. 0832.
The proposed changes to the PTQAP are to reflect a change in the title of the Executive Vice President, Operations. This title will be changed to Executive Vice President. provides a description of the proposed changes and the bases for the changes. contains the proposed revision to the PTQAP. Upon receipt of NRC approval of the enclosed changes, the PTQAP will be revised and issued to the NRC using the next sequential revision number.
In order to allow for development ofimplementing procedures, USEC requests that the effective date for this proposed revision be 30 days following NRC approval.

(PTQAP) is proposed to be changed to reflect a change in the title of the Executive Vice President, Operations. This title will be changed to Executive Vice President. The third paragraph of Section l
2.2.5 will be revised to read as follews.
l "The Executive Vice President is responsible for determining the status, adequacy, and effectiveness of the PTQAP at least every 24 months. Status reports, audit reports, various trend reports, Plant Operations Review Committee meeting minutes, and NRC and other regulatory assessment reports are utilized to assist in this review. Subsequent submittal of revisions to the PTQAP for approval by NRC in accordance with the provisions of 10 CFR 71.101(c), shall be made by the Nuclear Regulatory Assunmce and Policy Manager."
Note that the reference to the Executive Vice President, Operations, in the second paragraph of Section 2.2.5 will be deleted upon NRC approval of the proposed changes to this paragraph that were submitted by USEC letter GDP 99-0025 dated March 2,1999.
