NOTICE OF VIOLATION Eagle Inspection & Testing, Inc. Docket: 15000017/86-01 Paradis, Louisiana License: General License During an NRC inspection conducted on February 26, 1986, violations of NRC requirements were identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the violations are listed below:

10 CFR 150.20 requires, in part, that (a) any person holding a specific license from an agreement state is hereby granted a general license to conduct the same activity in non-agreement states, (b) the general licenses provided in this'section are subject to the provisions of Part 20 and Subpart B of Part 34 of this chapter.

1. 10 CFR 20.201(b) requires that each licensee shall make or cause to be made such surveys as may be necessary for him to comply with 10 CFR Part
20. 10 CFR 20.105 specifies the radiation levels permissible in an unrestricted area.

Contrary to this requirement, the NRC inspector observed on February 26, 1986, radiographers who had made, according to them, 21 exposures and had not made surveys to determine the radiation levels in unrestricted areas.

This is a Severity Level IV violation (Supplement IV).

2. 10 CFR 34.33(a) requires, in part, that pocket dosimeters shall be recharged at the start of each shift.

Contrary to this requirement, on February 26, 1986, two individuals stated to the NRC inspector that the exposure indicated on their pocket dosimeters was accumulated over a period of more than one shift because dosimeters had not been recharged at the start of the current shift.

This is a Severity Level IV violation (Supplement IV).

Pursuant to the provisions of 10 CFR 2.201, Eagle Inspection & Testing, Inc.,

is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice, a written statement of explanation in reply, including for each violation: (1) the_ reason for the violations if admitted, (2) the corrective steps which have been taken and the results~ achieved,

-(3) the corrective steps which will be taken to avoid further violations; and (4) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
