Mr. IIenry C. Tarannini Emergency Planning Specialist Energy Consultants, Inc.

Riverside Office Center 3 2101 N. Front Street liarrishdrg, PA 17110

Dear Mr. Tamanini:

The Phoenixville Area School District hns great concern regarding the lack of progress with the Radiological Emergency Response l'i m which wo have been attempting to develop for approximatelv the past Iwn yearn. I wish to particularly call attention to what we consider to be the facts in this situation:

(1)

Our group has not had a meeting since November 3, 1983. Until a call to Mr. I,cahv made on July 31, 1984, wa have not had any communication with your organi7.ation since April,1981 (2)

Concerning the April communiention, I t.'lephoned Ii \\ -

your office on April lith a t t.'mpt m - 10 discover

$ Nf when we would receive cnpir': of imait 3. (Draf t 4 7

y was received the first wenk of Mo" amber.1983.)

m O

At that time. you informed me that Draf t 5

  • 'l a

'vould be sent to us "in the next coupic of weeks."

$. M [

g While this might be a misunclerstarating, we still j

have not received copies of Draf t 5.

Since the first meeting, representatives of the f 5O l

School District have questioned the workability of our Plan; for example, we are seventeen buses E

o S =

g short, do not have a list of supervisors for students, la M k

have no set evacuation routa. and do not have W?

W emergency equipment as mentioned in the Plan.

We have also questioned. from the beginning. the c':, j 1

0 finnncial responsibility for buses, equipment, m

supervision, etc.; for exampic, the School District ij

{

does not own any buses and contracts at a cost of g j-3gga

$80.00 per bus per day. Who is responsible for the y;

The Plan mentions the need for an emergency telephone /

T..

communications system. When will this be provided and 2

again, who has the financial responsibility?

c

, g.',.

(6)

Who is legally responsible for injuries to pupils and damage J.?

or destruction of equipment during either a drill or an FF actual emergency situation?

(7)

One drill has been held to date and the newspaper speaks f

of another drill. We would feel much more comfortable i

No

~

if we were prepared for future drills.

I.

(8)

We also read that Philadelphia Electric Company is moving nuclear fuel to the plant loading site. With loading of fuel scheduled for on or about September 15, a lack of t

i preparedness is of great concern.

t (9)

Mr. Leahy informs me that ns of this morning we have a I

meeting scheduled f " Accust 28, l'J84. It was felt i

i that you should be fully aware of our concerns prior to that meeting.

We are of the opinion that Philadelphia Electric Company anticipates i

receiving approval to becorne fully operational regardless of the fact that the Phoenixville

. Area School District and many other school districts and municipalities have totally inadequate and incomplete Radiological Emergency Response Plans. Our Board of Education 1

questions whether or not the development of our Plan, to date, coincides with the l

schedule of Philadelphia Electric Company. There is no doubt that this subject will be discussed fully in the very near future by our Board.

i We are looking forward to seeing you en August 28. In addition to the

administrative members, we will be joined by Mrs. Dinna Roberts and Charles Gutkowski,

' members of the Phoenixville Area Bour<! of liducation.

Sincerely yours,

\\DD.

I Robert B. Murray, a Superintendent t
