NOTIFICATION OF SIGNIFICANT ENFORCEMENT ACTION Licensee: Texas Utilities Electric Company Docket Nos. 50-445, 50-446

Subject:

PROPOSED IMPOSITION OF CIVIL PENALTIES - $120,000, This is to inform the Commission that a Notice of Violation and Proposed

-Imposition of Civil Penalties will be issued on or about May 2,1986 to Texas Utilities Electric Company. This action resulted from the staff's review of the allegations of intimidation, harassment, and discrimination at the Comanche Peak Steam Electric Station (CPSES) and is based on three violations of 10 CFR Part 50 Appendix B, Criterion I involving intimidation which interfered with the organizational freedom of Quality Control / Quality Assurance personnel at CPSES to identify safety concerns.

It should be noted that the Itcensee has not been specifically informed of the enforcement action. The schedule of issuance and notification is:
