NOTIFICATION OF SIGNIFICANT ENFORCEMENT ACTION Licensee: Texas Utilities Electric Company Docket'Nos. 50-445, 50-446
Subject:
PROPOSED IMPOSITION OF CIVIL PENALTIES - $250,000 This is to inform the Commission that two Notices of Violation and Proposed Impositions of Civil Penalties will be issued on or about May 2,1986 to Texas Utilities Electric Company. These actions are based on the staff's review of allegations of improper construction practices at the Comanche Peak Steam Electric Station (CPSES) and two issues involving the licensee's cable tray reinspection program and electrical penetration assemblies.
The first Notice of Violation and Proposed Imposition of Civil Penalties in the amount of $200,000 tr based on four violations involving the findings of the Technical Review Team that represented significant weaknesses in the implementation of quality programs during construction at CPSES, Unit 1.
These weaknesses existed over a long period of time, and substantial resources were devoted to evaluating these weak-nesses and the adequacy of construction at the CPSES facility.
The second Notice of Violation and Proposed Imposition of Civil Penalties in the amount of $50,000 is based on two violations representing weaknesses in the cable tray reinspection program and the procurement and installation of electrical penetration assemblies.
These violations were identified as a result of recent inspections at CPSES during the review of the licensee's corrective action program.
- It should be noted that the licensee has not been specifically informed of the enforcement action. The schedule of issuance and notification is:

The licensee has thirty days from the date of the Notice in which to respond.
Following NRC evaluation of the response, the civil penalty may be remitted, mitigated, or imposed by Order.
