It is understood that this memorandum signifies a willingness to assist efforts to protect the public on a voluntary basis, and the undersigned assumes no obligation to provide equipment or personnel beyond what the undersigned determines to be available at a specific time, other than as required by the implementation of specific cections of PL 1332, 1978.
