) May 5, 1986 REPORT ON THE STATUS OF THE NEW HAMPSHIRE RADIOLOGICAL EMERGENCY RESPONSE PLAN Pursuant to the request made by the Board at the March 25-26, 1986 prehearini conference, the State of New Hampantre nereby succits its seconc report on the status of the New Hampshire daciological Energency Response Plan (hereinafter referred to as the

" State Plan" or "NHRERP").

Tne New Hampshire Civil Defense Agency has suomitted two acts of planning materials to FEMA in the last month. On April 4, 1966 the Civil Defense Agency uncer cover of a letter fran Ricnard H.

Strome to Henry G. Vicners, submitted the sixth, and what was then considered the final, progress report of the evacuation time study prepared by KLD Associates, Inc. Suoseguently, on April 16, 1966 the Civil Defense Agency submitted progress report No. 7 of the KLD Study, revisions to the Division of Public Healtn Services, procedures for facilities at tne Rockingham County Complex, and procedures for the decontamination personnel at the Manenester Decontamination Center, alorg with Appendix F to thoue procedures.

All of those materials submitted to FEMA were subsequently served on the parties to this proceeding.

It should now be clear to the Boaro and the parties that the KLD' Study, which has been selected as the State of New Hampshire's evacuation time estimate to De incorporated in the flHRERP as Volume 6, consists of the seven progress reports submitted by KLD, and not six as originally thought and reported to the parties. Although copies of these seven progress reports have been distributed to the interested parties, KLD has prepared a final evacuation time report whien is a compilation of the progress reports. This final report will soon be submitted to FEMA, and served on the Board and the parties.

The New Hampshire Civil Defense Agency still intends to submit to FEMA by June 1, 1986 Revision I of the State Plan, as described in tne Status Report on the tiHRERP filed by the State on April 1, 1986. In addition, the Civil Defense Agency intends to distribute tuis week copies of certain pages inadvertently omitted in past transmittals to FEMA, and higher quality photocopies to replace certain illegible pages in the April 16, 1986 submittal to FEMA.
